Hi guys.

To start off, I have touristic residence permit valid till April 14 2020 issued in afyon. 

But after I arrived from my vacation from Europe last January 2020, I was already starting to live in antalya. 

covid came, and I wasn't able to move intercity to afyon to do my extension and I was stuck in antalya, so I did a new residence permit application in Antalya scheduled July 2020.

I was wondering if there are new requirements. I just wanted to prepare ahead of my appointment. I have rental agreement with my apartment here in antalya, bank statement, application form. Is there anything else I need to prepare? 

Also regarding registration of my new address, should I wait till my appointment to do it in Goc Idaresi? Coz I heard it was moved from Nufus office to Goc ldaresi for foreigners.

Why not go to the  Göç idaresi to change your registered address ahead of the appointment time. We went to the Nufus and they told me to print out our address from the on-line e-devlet site which we did.

I read from this forum that for foreigners registering your new address for residence permit will be done thru goc idaresi right? Coz when I went to Nufus they said for yabanci, they don't give the document and that I should go to Goc idaresi.

Also previously goc advised either to get that konut belgesi document or have the rental agreement notarized.

I assume your application is for a short-term residence permit. Here's the latest info I have (I haven't heard of any change in requirements). You'll need:

  • Registration form (that you'll download and print after completing the online process)
  • Passport
  • Copy of passport, including the photo and information pages (no need for a notarized copy)
  • Four biometric photos
  • Proof of address (regular copy of your property title deed or notarized copy of your rental agreement)
  • Proof of ability to support yourself financially (going back six months, for me they only ask for printouts of my bank account statement)
  • Health insurance

Normally you should update your address information within 20 business days of your move. Because it's a province-to-province move, the process involves an application for a new residence permit. If you're within 60 days of the expiration of your current residence permit and are applying for an extension anyway, you can update your address during the extension process.

If it's a move within the same province, you just need to go to the local Directorate General of Migration Management (DGMM) with proof of your new address. The immigration official will update the central address system there, so there's no need to go to the Population and Citizenship Directorate (Nüfus) any more.

Thanks Ken for this comprehensive information. 

Here are some other details I would need some clarifications. 

Thing is, because of this covid thing I wasn't able to do my normal extension application in Afyon last April 2020 ( when my residence card expired). I was in Antalya when the Covid thing happened and I was advised to stay put and just do a new residence permit application (because anyway I got an apartment here). 

1. Basically, I have been staying in and out of Afyon and Antalya (have both apartments) I got a rental agreement of my apartment that started October 2019 in Antalya. I haven't notarized it and plan on having it notarized before my appointment on July 2. Is that alright?  

2. I didn't bother to update my address because my official one was the one in Afyon and I thought by April 2020 I can still do it there (my yerlesim yeri address is officially in afyon) but I hope they will be more considerate because of this covid situation.

3.  I got an info that starting Jan 2020, they will not accept extension for the touristic purposes. So I have applied for the business/commerce purpose for my application here in antalya. I found a Turkish exporting company that I recently started to help out in marketing their materials on the side and can give me invitation letter for such. I figured perhaps I can apply a residence with such reason.

4. But thinking bout it, I'm just a freelance traveler who happens to help out in marketing and got no official business company back in my country as a foreigner here, they might not see it as a valid reason.

What happens if they reject my application? will the Goc Idaresi give me 10 days or something to process another application? Because that Turkish company is willing to get me work permit but since I made appointment on July I had to just try this first and see what happens. So the company said just go on with the residence permit and see if they accept or not. 

Ken since you live in Antalya, What do you think?

Hi Gabriel,

I'll try to help.

1. You just need to get a notarized copy of your rental contract before you go to your appointment at the DGMM. They'll keep the notarized copy, and you'll keep the original. Regarding the late address registration, you'll just need to explain the late address registration. The worst case scenario is that you'll have to pay a fine, but I've registered late before and wasn't told to pay one.

2. If you primarily lived in Afyon, that shouldn't be a problem.

3. That's correct. The Turkish government is trying to stop the abuse of the short-term touristic residence permit by those who continue to extend short-term touristic residence permits over and over again (as I have been doing!). There are exceptions to the new rule concerning not extending touristic residence permits. Firstly, you can still get one if you can provide an explanation concerning why you need another touristic residence permit. And, the rule doesn't apply to citizens of the following countries:

4. If you're from one of the above countries, you won't need a reason. The rule won't apply to you. But have a reason why you want another touristic short-term residence permit ready to provide them if you need one.

They'll give you ten days to leave the country. Or you can apply for another type of residence permit which isn't touristic.

If you're going to be working for a Turkish company, you must have a residence permit. If you're working for them with just a residence permit you'll be working illegally, which will subject you to possible fines and deportation, and them to even higher fines. So they must get you a work permit.

The work permit application is a completely different and separate thing from a work permit. You can apply for both at the same time. Your work permit also serves as a residence permit, but you can have both. And you can apply for both at the same time.

This sheds light more to my current situation. 

Actually I went to Goc last April. And they said just to wait and come on my appointment this July and said there will be no CEZA or fine for this appointment delay because of covid (all randevus were moved 2 months late). 

I hope they will be more considerate for foreigners especially that this year has been hard due to covid.

Also turns out I might not be able to notarize my Kira sozlesme document because the owner of the house is in isparta and I think the notary office needs her presence for them to notarize it. 

In any case, will goc idaresi not accept rent agreement without notary? Is there any way to get through this?

That's a possible idea actually. 

I was thinking, I was already sorted out in Afyon (my official yeri address registered is there) and I just recently went to Antalya for summer season (but got stuck due to corona)....what if in this residence application I have in antalya this July, they will deny it?

Basically I have 10 days to sort another application...shall I do it in afyon? Coz everything there is so quick and easy. I still have my official apartment yerlesim yeri address there and all I need to do is lodge a new application. 

What you guys think?

Personally I would do it in Afyon, I know that here in Isparta we have had non of the hassles that people encounter in areas where there are lots of foreigners. Also, I suspect all the offices are much closer together. You could cover both options, travel to Afyon via Isparta, meet your landlord, get the noterised document (just in case) and then go on to Afyon.

Right that's what I thought but my situation is this. 

- I have touristic residence valid till April 14, 2020

- so i was advised to make a new residence application here in antalya but my appointment date is July 2. 

- so in the likely case of antalya idaresi probably denying my application, can I easily make a new application back to afyon then?

I hope because of this covid thing they will be more considerate.

There are some notaries who insist the landlord and renter be present to make a notarized copy. The only place I've heard of notaries insisting on this is in Istanbul, probably because they have a problem with fake rental contracts.

What you need is not a notarized rental contract. What you need is a notarized copy of the rental contract.

A notarized rental contract is where you and the landlord create and sign the contract in the presence of a notary. The notary affirms that the two of you have entered into the landlord/renter agreement.

A notarized copy is simply a copy of whatever contractual agreement already exists. The notary is affirming "this is a true and accurate copy of the rental contract." They are only affirming that the copy is authentic and that it is exactly the same as the original. This is so that the DGMM can keep a legalized copy of the contract, and so you can keep the original. That's all it is. And that's all the DGMM requires.

Some notaries have insisted that both of these things happen in their presence--the landlord and you affirming the contract itself, and that the copy of the contract is a true and accurate duplicate of the original.

So unless the notary you visit is one that insists both of you appear, you can just walk in with whatever contract you have, the notary will make a copy of it, and put their stamp and signature on it to affirm that the copy is a true and accurate duplicate.

Normally you have to apply for your residence permit in the province where you'll be living. Are you saying that they told you that you could do your application interview in Antalya, even though your residence will be in Afyon?

 I wonder if you know the Turkish translation of Notarized copy of an existing rental agreement so they can understand.

Basically, the one who rented the apartment to me is here in antalya but the property is under her mom's name who is in Isparta. 

Perhaps she can come with me to Notary here and explain that we just need a "Notarized copy" of this agreement?

Yes, before my ikamet expired last April, I called Afyon Goc Idaresi and 157 as well about the situation, they said since I am in Antalya and can't do my extension in Afyon because of lockdown, I can do a new residence application in Ant.

You could just go by yourself to a notary and use the words kira sözleşmesi (rental contract) and noter onaylı kopya (notarized copy). They do a lot of them so you shouldn't have any problem. And if you do, it's likely somebody in the office or nearby will speak English. Translators are often found around notary offices.

Be sure to take your passport and current residence permit with you.

By the way, I recommend using Google translate, at https://translate.google.com/ if you need anything translated. It does a remarkably good job with English to Turkish and Turkish to English. Also, use the Chrome browser. You can download the Google Translate application and install it by using the drop-down menu near the upper right an clicking on "More Tools --> Extensions." Then search for the Google Translate application and follow the instructions to install it. After that, every Turkish website you go to will have the option to translate it into English.

Hello Guys,

I just finished my application with Antalya Goc Idaresi, paid the ikamet fee and gave me the Ikamet Izni Muracaat Belgesi.

They say wait 1-3months for my residence card to arrive. 

In this case when they have accepted my application and gave me the Belgesi document, is it almost certain that I'll get my new residence card?

Hi guys

So I finished my application last July 24 Friday. 

Today July 29, I received SMS from PTT that the residence document has been sent to my address.

Why is it so fast? Normally before I wait a month. Now only 2 working days? Does this mean positive that I will get my new card?
