Foreign Mobile Phone Registration Fee Increased to 1,500 TL

According to a recent article in the Daily Sabah, the fee for registration of foreign mobile phones has increased to 1,500 TL. According to the new law, foreigners can bring in one personal device to Turkey and use it for up to 120 days before it is cut off, unless they register it. So if I am using Skype on an android phone I do not need to do anything?

Can I leave my UK sim card in the phone or should I remove it?

Skype uses the internet, not the cellular telephone system, so it's unaffected. Unless you are using the cellular telephone system to access the internet. You can still use Skype with WiFi.

As I understand it, the fee only applies to foreign mobile phones when you put a Turkish SIM card into them.

I have "heard" that if you take the mobile phone out of Turkey and use it, then when you come back, it gets another 60 days. But I don't know anyone who has done it.
