I was in the process of renewing my resident permit when my mom was diagnosed with cancer. I had to leave almost immediately to care for her. I did not have everything ready to submit so I submitted what  I had and left Turkey.  My application was subsequently rejected. I knew that this was going to happen so I went and got a 15 day travel document. I have been in the US for 6 months which is obviously way longer than 15 days. I am ready to go back- I have my e-visa and ticket. What can I expect when I arrive in Istanbul? Am I going to have to pay some kind of fine for staying out longer than 15 day? TIA

I'm really sorry to hear about your mom, I hope everything comes out okay and she recovers.

There's no fine for staying outside of Turkey. As I understand it, if your residence permit application is rejected, you can re-apply after six months. So you should just be able to get a new e-visa, re-enter Turkey, and re-apply.

I'm glad you asked that, because I just called the Directorate General of Migration Management's 157 customer service number and asked them.

They said that because you were not rejected. That is, you didn't go to your appointment and submit a package that was rejected for some reason. So you can simply come back and apply again any time you want.

That came directly from the DGMM, my apologies for not calling them to make sure first!

I follow up, since the subject links to the same document although my case is quite different.

I have just submitted my application, and had to leave the country for job reasons (I am not working in Turkey, so I cannot stay permanently). Now my understanding is that until I get my final permit (ikamet tezkeresi), I can leave the country with this document as many times as I want, each being up to 15 days, but more than 15 days in total. Is this understanding correct?

Lars, I am assuming that you are talking about a full A4 sized document which has the title "Residence Permit Application Document" and has your photo on it. 

If that is what you have, you are correct. But you must also have the receipts proving payment of the residence permit fees when you return.

Hello..please I have a similar question.How is the 15days counted?..i applied for the permit 30th Dec 2019 and I have the resident application document(A4paper) and need to travel back to turkey on 28th January is this possible or I will require a visa?

Then i assume you had an evisa at the time of application for your RP. In which case you cannot enter with another evisa as you must abide by the 90/180 day law. You've already i assume been here 90 + days ,so would need to stay out for 90 days before returning. In your case you should return within the 15 days  allowing for both exit & entry days to be counted as days out.
