april 2018: new requirements for permit extension?

I think we are ultimately going to have to wait and see. This won't be the first time they figure out a new rule will have unintended consequences, then either selectively enforce the rule or not enforce it at all. And if worse comes to worst, the foreign embassies can get involved if it has an unnecessary negative impact. That is just my opinion.

So guys,

I went to Bakırköy Göç İdaresi and asked if the rumors are true. They said they are now asking for more documents but there is no such thing as rejecting tourism intended applications.

I asked of what kind of documents they are asking additionally,

He said, 6 months of data of your bank account and adli sicil kaydı.

Now the problem is i don't have any bank accounts, i can open one and can put some cash money on it or i can show the deed of my apartment that i recently bought in my country. Hope that's will be enough.

Thanks very much for checking on that. I don't think you actually need  bank account per se, just written proof of income from some source. It could also be a pension or rental income. It seems these immigration specialists have a lot of leeway in what they will accept. While they only ask me for printouts of my bank account from my bank website, showing the deposits, I am sure I could just as easily get a letter from the source of my pension and present that to them. They might want it stamped with an apostille, they might not... I haven't tried it because all the guy asks me for is a printout of my bank statement.

But that is Antalya, and that is me, and I have been getting residence permits here for the last eight years. They still, however, ask me why I am living in Turkey. They used to have me write this on a piece of paper, now they just ask me. It is probably on their checklist.

I am happy to know that nobody is going to get kicked out. I really doubted this would ever happen, but it is more comforting to know that from an official source.

It is hard to say if it is official - something is definitely happening in Istanbul. There has not been any new law enacted as far as we know but in Istanbul they have decided there are too many people working illegally with touristic RPs and possibly just too many people with touristic RPs who really should have seen enough of Istanbul by now and the authorities just fancy trying to thin out a few of these. Istanbul is full of people from Central Asia working illegally - a stone's through from our flat we've got people from Kyrgyzstan and Uzbekistan working in Lokantas and Firincis  - they may not even have an RP at all. If they have then trying to renew with these sorts of extra requirements will be almost impossible.

Take a look at this account of getting the new sağlık raporu - and then the cost - 600TL if you don't have a TC Kimlik No - these guys from Central Asia can't afford to do this every 5 months.

http://www.pilgrimaged.com/blog/2018/5/24/how-to-get-the-salk-raporu-for-your-turkish-ikamet

I think the implementation will be very patchy, some people may just submit their normal documents and not have to do anything else and get their 1 or 2 year extensions. Others will be given a long list of extra documents and may only be given 5 months or be rejected if the extra documents are deemed not acceptable.

One thing in common with these changes is that the Bakirkoy office as opposed to the main Fatih office seems to be the place where renewals are processed and the extra document requests are coming from (even if you post to Fatih it would seem)

Okay i was in Vatan caddesi today.

-Forensic record is a must now. They are asking it from everyone.

-Your bank account data of the last 6 months is the other must. They said you can print it from your account and that's enough.

Now it's seems like i am doomed because i am Armenian and my country doesn't have an embassy in here. My Visa is also expired now, which means i can't just go back to Armenia and take records.

Sometimes i am in love with this country and sometimes i hate it. This is the moment when i hate it.

What i wonder if this is required only for turistic permit or also for property owner (tapu olan)?

There are major changes for those applying for Touristic RP's [ those renting or showing a Taahhuname] in Istanbul now.
157 deny any changes, also no new information is on any DGMM or GOC website, but it is happening . I've read of quite a few applicants having their renewals refused & given 10 days to exit Turkey after living here for years ,others after having paid the RP tax for 1 year & private health cover for the same period, only been allowed a 5 month RP.

The reasons given for this tightening up are a Graham stated above.
As for the 600tl stated on that article,i read that last week, but from the posts on Istanbul expat sites,it appears that the Devlet Hospitals are charging 200tl.
This is the basic list of documents being asked for by most GOC officers in Istanbul.

1. Health report from a turkish government Devlet hospital ( approx. 200 TL)

2. Criminal check from Turkey. (*usually* asked for Renewals, not 1st applications, but may vary ) obtained from your local courthouse.

3. Criminal check from your home country (  apostilled in  home country and translated into Turkish). This must be dated no more than 6 months prior to an RP application date

4. Bank statement from Turkey or your home country .

5. ”Turkiye’de kalis amacini aciklayan bilgi ve belgeyi”….a letter in Turkish explaining the reason to stay here longer.[ Renewals]

6. RP application form in colour

7. 4 passport sized photos

8. Health cover [if over 18 or under 65 years of age]

9. Translated & noterised passport.

10. Noterised rental agreement.

11..Landlords Tapu [a copy will suffice] This will require stamping [ tapu aktif kaydif ] at the Tapu office, to prove the landlord is still the legal owner of the property &  a ‘belediyeder numarataj’  obtained from the Belediye offices .

12. Nufus letter [ for renewals].[ Optional ]

13 Original Receipts from the Bank or Tax office showing payments made for the RP Tax & card fee.

If tomorrow i purchase a flat in Istanbul and i get my tapu and i apply for Türkiye’de taşınmaz malı bulunan yabancılar;  (not turistic RP) do i still have to produce all this long list of documents?

Guys one question,

My mom lives in Istanbul for 5 years with a tourist RP and she has another month until it ends. I suppose there is a big chance that they will not accept to renew her RP now.

Can she try to make the renewal in another city?

If so, how?

i once asked this to 157 and they told me i can move to another city before the end of my ikamet and then apply from the new city of residence. I'm actually thinking to do so ... maybe move from Istanbul to Izmir but i'm checking the situation in Izmir about the residence permit procedure to be sure it's not the same nightmare as in Istanbul

I cannot confirm that ,as all the talk has been around the tourist applications.
There's been no mention of any changes to the documents required for those owning property or married to a TC.

They don't provide any source for that information. The only reliable source for information is the Göç İdaresi Genel Müdürlüğü (Directorate General of Migration Management, or DGMM). It seems to me the only way to verify anything, or get a true handle on the current procedures, is to call their helpline at 157. When I was writing Turkey Central's guides for residence permits, I frequently interacted with one of the directors of the DGMM in Antalya. He said that these residence permit assistance companies are not authorized by the government. He asked me to get the word out that the DGMM itself goes out of its way to provide assistance for anyone needing a residence permit, both at their offices and through their help line, and that people should only trust, and consult, the DGMM about such matters.

It makes no sense to me why Turkey would want to kick out every foreign retiree who is not married to a Turkish woman. And that would include me! :o

EVEN for new applications they reject many turist visas! I mean short time resident permit

Excludung the fact of forged documents, which is prolific up there it's usually  because the applicants either have filled in the application form incorrectly in the income section ,stating 0 ......&/or have their private health cover starting from an earlier date than the start of the RP, therefore the health cover would expire prior to the expiry of the residency .
