  1. This is a tutorial published by the Göç İdaresi Genel Müdürlüğü (Directorate General of Migration Management, or DGMM). It shows how to use the residence permit application website at https://e-ikamet.goc.gov.tr/ to apply for a long-term residence permit in Turkey. This video is the first in a short series of step-by-step videos explaining the whole process, so watch this first video to the end and the next one will start automatically.
  2. One of the documents you will need, when applying for a long-term residence permit, is a letter showing that you have not received government social assistance (welfare) in the last three years of your residence in Turkey. Here's how to get that letter. Go to the Sosyal Yardımı Ofisi (social assistance office). This is in the Kaymakamlik (district governorship) building. Give them your residence permit, which has your kimlik numarası (identity number) on it. They will use this number to look up your record. Ask for a letter, on official letterhead, stating that you have not received social assistance for the last three years. This must be on official letterhead, and not on a regular piece of paper.   3. What is a long-term residence permit? A long-term residence permit is only issued to foreigners who have been legally residing in Turkey for at least 8 continuous years. It doesn't expire, but may be canceled under certain circumstances (see below). Also, when you apply, you only have to pay the fee required for printing the card-- and not the additional tax required for other types of residence permits. What requirements must I meet to apply for a long-term residence permit? You must: Have been legally residing in Turkey for at least eight years. Have not received social assistance from the Turkish government in the past three years. Have a sufficient and stable income (such as a pension) to support yourself and your family (if you have family members living with you). Be covered with a valid medical insurance policy which meets minimum requirements. Not pose a threat to public order or security. Do I have to wait for my current residence permit to get within 60 days of expiration before I can apply? No. You can apply for a long-term residence permit at any time. It is a good idea to apply well in advance of your current residence permit's expiration date, since it can take up to six months for it to be approved and sent to you. Why does it take so long for a long-term residence permit application to be approved? Because it's tantamount to Turkish citizenship, except for a few restrictions (see "rights" below). How much income do I need to meet the financial requirement? A continuous monthly income at least equivalent to the minimum wage in Turkey for the year you apply. And for each family member you support, an additional amount equivalent to one-third of the minimum wage in Turkey. What rights will I have with a long-term residence permit? You'll have the same rights as a Turkish citizen, except for: Compulsory military service. The right to vote and to be elected. The ability to work in an office providing public services. Exemption from customs duties when importing vehicles. When can a long-term residence permit be canceled? It can be canceled if you: Pose a threat to public security or public order. Stay outside of Turkey continuously for more than one year, except for reasons involving health, education, or compulsory public service in your home country. If my long-term residence permit is cancelled, can I apply for another one? If your long-term residence permit is canceled because you were out of Turkey continuously for more than one year, for reasons other than your health, education, or compulsory public service in your home country, you may apply again without accumulating another eight years of residence. But you must submit a separate justification explaining why the Directorate General of Migration Management (DGMM) should approve your application.   4. You may apply for a long-term residence permit if you have been a legal resident of Turkey for at least eight (8) years. They never expire, and are free of charge, except for a 58.50 TL (2016) fee for printing the residence permit itself. Because you will be converting from one type of residence permit to another, it is considered a first-time application. It is not an extension of your current residence permit. Applications are made online, on the Göç İdaresi Genel Müdürlüğü (Directorate General for Migration Management , or DGMM) residence permit application website, e-ikamet.goc.gov.tr. Near the end of the application process, the system will tell you what documents are required and allow you to choose an appointment day and time to go to the DGMM office with your documentation. During your appointment, an immigration specialist will review your package. If you have any missing or inadequate documents, they will tell you what you need to do to complete the application package. Once accepted, your application will be sent to the main DGMM office in Ankara for final approval. Appointments for long-term residence permits are typically at the DGMM main office in each province. Rights of a Long-term Residence Permit Holder You will have the same rights and duties as a Turkish citizen, except for Compulsory military service The right to vote and be elected Entry into public service Exemption from customs duties when importing vehicles. Working Rights A long term residence permit does not give you the right to work in Turkey. However, once you have one, you can get an unlimited work permit from the Ministry of Labor and Social Security. With this type of work permit, you can work for any employer you choose to, without the restrictions of a regular work permit. The unlimited work permit also never expires. Requirements To qualify for a long-term residence permit, you must Be a legal resident of Turkey for at least eight (8) years Not have received any social assistance for the previous three (3) years Have sufficient and stable income to sustain yourself and your family Have health insurance which is valid in Turkey and meets minimum coverage requirements Not pose a threat to public order or security. Long-term Residence Permits for Spouses If you are the spouse of someone who has continuous income, you may also apply for a long-term residence permit, by providing proof of the income of your spouse. When You Can Apply You can apply for a long-term residence permit as soon as you have reached the eight-year mark for your time living in Turkey. You don't have to wait until your current residence permit is about to expire. Documents Required Please see our article about what documents are required to apply for a long-term residence permit. How Much Time it Takes It usually takes around six months for a long-term residence permit to be processed. What you are requesting is tantamount to Turkish citizenship, so more time for approval is required. Cancellation Under some circumstances, a long-term residence permit may be canceled.   5. Reasons for Cancellation Your long-term residence permit may be canceled if you 1. Stay outside of Turkey, continuously, for more than one year, for reasons other than health, education, or compulsory public service in your country. 2. Allow your health insurance coverage to lapse. Even though a long-term residence permit doesn't have to be extended, your health insurance does. When your health insurance becomes invalid, so does your residence permit. Re-applying if Your Long-term Residence Permit has been Canceled If your long-term residence permit is canceled because you have been outside of Turkey for more than one year, for reasons other than those listed above, you may submit another application, in person, with an explanation and evidence supporting the reason for your absence. It will be up to the discretion of the issuing authorities whether or not to re-issue you another long-term residence permit. The following will be taken into account when considering whether or not to give you another long-term residence permit: Your intent to stay in Turkey and settle here If you have relatives in Turkey or not Your immovable assets, such as real estate Your active work and labor relations Your history of social, financial, and cultural relations with Turkey. Interruptions in Residence Before You Apply for a Long-term Residence Permit To be eligible for a long-term residence permit, you must have eight years of continuous, uninterrupted years of legal residence in Turkey. If you are out of Turkey and your short-term or other residence permit, or work permit, expires, you will have a break in your total time of residence. Then when you return and get a new residence or work permit, you will have to start accumulating the required eight years again. Interruptions in Residence While You Have a Long-term Residence Permit Once you have a long-term residence permit, the maximum amount of time you can stay outside of Turkey is one year at a time. If you stay out of Turkey for a longer period, your long-term residence permit may be canceled. Exceptions An exception to this rule is if your absence from Turkey was for reasons involving health, education, or compulsory public service in your home country. So when you return to Turkey, bring with you whatever documentation you can, such as health records, documentation of attendance at an educational institution, or documentation proving that you were performing compulsory public service. These documents must have an apostille, then they must be translated into Turkish by an official translator and notarized. Checking Your Status with the DGMM If you have been outside of Turkey for more than one year, the border control officer may allow you to enter with your long-term residence permit. This does not necessarily mean that your long-term residence permit is still valid. So you should go to the Göç İdaresi Genel Müdürlüğü (Directorate General of Migration Management, or DGMM) to learn your status and apply for a new residence permit if necessary. If you don't do this, then when you try to extend your residence permit, or try to leave Turkey again, the system may flag you as being in Turkey on a canceled residence permit.   8. If I'm unmarried, female, over 18 am I considered a dependent of my father in terms of if he decides to get the long term residence permit I would also qualify? I'm sure he would qualify since he lived here for 2 decades with a work permit. He is a teacher and over the age limit for working as a Turkish teacher, so he prefers not to get citizenship. But I would also like to know, if he did get citizenship wouldn't I qualify for citizenship too?
  9. Do they still have the long term, 2 year, residence permits for Americans? Do they require a bank statement showing 12,000 TL? If they only have 1 year residence permits do they require 6k TL bank statements? If it's for my child do I need to add my name to the rental contract or is it enough that I have already proved my address since my residence permit is still valid? Does a child aged 1 need health insurance for a residence permit? I've heard that small children and seniors don't require it.
  10. How do you apply for this? Before the online form you just ticked a box at the top. There is nothing on the online form. AND no one has ever said you need to know your blood type!
