When you apply for a residence permit in Turkey, you must be covered by health insurance which meets the Turkish government's minimum requirements. The insurance company must also be registered and have an address in Turkey.
Many insurance companies in Turkey sell "expat health insurance policies" for foreigners needing residence permits. They all meet the minimum requirements.
Unfortunately, these policies offer limited coverage during the first year. And if you're treated for a medical condition, the policy you get the next year will probably exclude that condition for coverage.
You don't have to buy the expat insurance. You may want to buy a more comprehensive private policy, or you may have an insurance policy from your home country from an insurance company which also operates in Turkey. If these policies meet the minimum requirements, you can use them for your residence permit.

Required Statement on Your Health Insurance Policy
Besides meeting the minimum standards, your health insurance policy must have this statement on it:
"This policy covers the minimum coverage stipulated in the circular no. 9, dated 06/06/2014, on private health insurance required to be taken out for residence permit applications."
"İşbu Poliçe 6/6/2014 Tarih ve 9 Sayılı İkamet İzni Taleplerinde Yaptırılacak Özel Sağlık Sigortalarına İlişkin Genelge'de Belirlenen Asgarİ Teminat Yapısını Kasamaktadır."
Duration of the Insurance Policy
All insurance policies must cover you until the expiration date of the residence permit you're applying for. If the insurance policy expires before that, the expiration date of the residence permit you receive will be the same date as the policy's expiration date.
Two-year Residence Permits
If you're applying for a two-year residence permit, Turkish insurance companies also offer two year health insurance.
If You're Over 65 Years Old
If you are over 65 years old, you're not required to have health insurance, unless you're applying for a long-term residence permit.
