Millions of people continue to pay the incorrect amount of tax because they have been given the wrong tax code.
Many of those affected have been left out of pocket until the money can be refunded. Pensioners, whose tax codes are often complex, are among those worst hit.

Why is the error NEVER in the favor of the payor? In the US when this happens they [IRS] pay interest on the money. Is it the same in the UK?

You can get interest from the Inland Revenue in UK but it takes a good fight to do it.
